Kennedy's guide lists Will Fowler as a possible story contributor for the last part of "The Love Knot-Blood Know Caper", but I can't find anything that leads to that conclusion.  The bottom of the S. Clay Wilson drawing on page 36 (back cover) says "© Howard Arnhearst, 1947.  Colour by Michele Brand."  I can't find anything for the name Howard Arnhearst, which leads me to believe that Howard is the author of the text story.  But that still leaves what Will Fowler's contribution was.
